CLSB sting catches several contractors for failing to provide work comp insurance

Last week, a workers' compensation defense post reported on how the Contractors State License Board (CLSB) was planning on cracking down on general contractors, builders and subcontractors.

Specifically, it discussed how Senate Bill 1254, which went into effect on the first of the year, grants the CLSB the authority to hand down steep fines, stop work orders and even license suspensions for failures to provide work comp insurance.

Furthermore, it also discussed how Senate Bill 1254 provided the CLSB with more peace officers and how it's senior officials promised to perform more random field inspections in 2011.

Interestingly, it now appears as if the agency is living up to its promise, as just last week it conducted a sting in Fresno to catch contractors engaged in illegal activity.

Officers with the CLSB's Statewide Investigative Fraud Team - posing as homeowners - sought to secure the services of unlicensed contractors and subcontractors to perform painting, roofing, electrical work, tree trimming and landscaping.

The results?

17 unlicensed operators - those who bid over $500 for labor and materials - were issued citations to appear in court to face charges for contracting without a license. More importantly, five of these 17 unlicensed operators were also charged with a failure to carry work comp coverage.

"[T]he uninsured workers who were caught in this operation drive home the message that the [Licensed Contractor] Affinity Group has been conveying about the risks your family and finances can face," said Steve Sands, CLSB Registrar. "It only takes a few minutes to check CLSB's website or call the 800 number to check any contractor's license status."

(One note, the aforementioned Licensed Contractor Affinity Group was formed by Fresno Mayor Ashley Swearingin)
